Born in the Nyaksimvol Village, Berezovo District, Tyumen Region, on June 21, 1958. In the years preceding to his
election to Tyumen governorship, he had been first deputy administration head of the Khanty-Mansi Autonomous Area,
and speaker of the Area’s Duma, and represented the region in the Federation Council. In 2000, appointed first deputy
plenipotentiary representative of the Federal President in the Ural Federal District, and in January 2001 elected
governor of the Tyumen Region.
